  12. That's easy.  It is the latex which runs sample.tex without any
  13. hitches (or some other file of that vintage).  It may, but does
  14. not have to, include NFSS support.

  16. More simply, it is what you were running the day before you
  17. installed LaTeX2e---the last time you created a format with
  18. initex lplain.  Since it is a transitional and ephemeral
  19. stage towards LaTeX2e, it doesn't have to be standard.  It
  20. can be whatever a local system needs during the changeover.
